On the 2nd of August, 1966, at a meeting of Newcastle City Council, the Department of Main Roads announced its intention to take State Highway No. 23 through a portion of Blackbutt Reserve.
This is a case against the proposal to take an expressway, namely State Highway No. 23, through Newcastle and through a portion of Blackbutt Reserve. it is also a case to show that the proper location fort the expressway is west of Lake Macquarie and Newcastle.
